年金改革委員會召集人、副總統陳建仁19日下午舉行年金改革記者會，正式公布推動年改9大重點，在結語時再次呼籲所有受邀者出席22日的國是會議，「這是愛跟和平的工作，這是互助的，讓世世代代領得到，歡歡喜喜改年金，快快樂樂過新年」。

陳建仁強調，期盼透過這次改革，延長基金壽命，卻爆基金餘額至少一個世代不會用盡，預期公務人員退休基金將延長至133年，教育人員退休基金將可延長至132年，勞保基金則延至125年。此外也將透過定期滾動檢討，讓基金永續，「世世代代領得到、長長久久領到老」。

為達成改革目標，年金改革預計將循「終結優惠存款制度，讓18％走入歷史」、「調降公教所得替代率，與國際接軌」、「延長投保（提撥）薪資採計期間，縮減基金收支落差」、「延後請領年齡，因應人口老化」、「提高費率上限，漸進調整費率」、「政府財源挹注，強化基金財務永續」、「設計年金年資可攜帶制度，跨職域就業有保障」、「基金管理專業化、透明化，提升投資效率」、「改革黨職併公職等不合理設計，讓制度回歸常軌」。

在記者會最末，陳建仁呼籲所有受邀年金改革國是會議的人員，透過理性討論來處理年金的問題，在會議上都可以把意見提出，「年金改革是愛與和平的工作」。

陳建仁不改以往的笑容說，「年老領退休金的人銀行貸款率利比較低要想想，你的子女未來也要領的到年金，年金要能永續，要能世世代代領的到，快要過新年了，大家都要領紅包，最好的紅包就是彼此能互相照顧，世代能互相互助，希望年金改革是歡歡喜喜改年金，快快樂樂過新年」。
